Contract with Canyon County Citizens. 

Canyon County is at a crossroads. We are the fastest-growing county in Idaho, yet our public safety infrastructure is falling behind, we face critical budget challenges, and we must commit to responsible growth. These problems won't be solved with more partisanship, special interests, or politics as usual. That is why I am running, as your neighbor, an Independent with years of experience in solving complex problems under pressure.

The citizens of Canyon County deserve deliverables.

To that end, I sign the following contract with the citizens of Canyon County. Over the next four years, I commit to working alongside my fellow commissioners to deliver on the important issues of public safety, fiscal discipline, and responsible growth. I will dedicate my service to achieving the following:

1. Secure adequate funding to build and operate a new county jail. We can't afford to cut corners with public safety, and we can't claim to be tough on crime if we refuse to adequately fund law enforcement. We need to have honest conversations about the state of county infrastructure; the quality of a community depends heavily on its public safety.

 

2. Address projected shortfalls in the county budget and ensure fiscal discipline. 

We have a duty to make data-driven decisions that make our county government more efficient, effective, and economically sustainable. We must protect the taxpayer, especially the most vulnerable in our community — from the widow on a fixed income to the family striving to make ends meet.

3. Ensure responsible growth and transparency by giving citizens more consistent, meaningful opportunities to engage with and influence their county government.  Generational planning is not optional. It is a moral obligation — and it will be a defining priority of my term as commissioner. I commit to holding regular town halls, meeting with residents, and actively seeking input so that every citizen has a seat at the table. 

As a husband, and father of seven, I’m invested in building a county government that serves its citizens — today and for generations to come.

My name is Jeff Skinner, and I am an Independent running for Canyon County Commissioner, District 1. My wife McKayla and I have been married for fourteen years, and together we are raising seven wonderful children right here in Canyon County. We homeschool our children, we are deeply rooted in our faith, and community service has always been at the center of our family life.

For the past thirteen years, I have been privileged to serve our country in the Air National Guard — deploying from the Pacific to the Middle East, working in cybersecurity, and for the last eight years, as a military chaplain. I have had years of training and experience, supporting complex, high-stakes, multi-million-dollar operations at the executive level, domestically, and in deployed environments. That journey has taken me to many places, but Canyon County has always been home. I have also served our neighbors closer to home as a hospice chaplain, walking alongside families during some of life's most difficult moments. This campaign is built on a lifetime of service — to our country and our community.

I completed my Ph.D. in Public Policy and Administration at Boise State University. My research focused on cities in Idaho, their budgets, and how they can better utilize information technology to become more efficient, effective, and economically sustainable. My studies equipped me with practical experience, and the academic foundation to lead with competence and integrity.

After many years of calling Canyon County home, we have been blessed — by lasting friendships, incredible neighbors, and a community that has given our family so much. That deep connection is precisely why this campaign matters to us.

 

We have watched this county change. We have seen neighbors wonder whether they can still afford to stay near their families. We have seen the cost of a home, the cost of groceries, the cost of simply getting by, put the American dream further out of reach for too many Canyon County families. These are not abstract policy concerns — they are the lived reality of the people we worship with, serve alongside, and call friends.

That is why generational planning is not just a platform item for us — it is personal. We know this county. We love this county. And we are committed to preserving what makes it worth staying for, while building the kind of future our children and grandchildren can actually afford to inherit.
